| Sapugaskanda Oil Refinery Exapnsion and Modernization (SOREM) Project |

| The Project | Existing Refinery built
in 1969 is a Hydro-Skimmin Refinery and original design capacity was 35,000
bbl/d. A limited capacity expansion has been carried out thereafter and
the present processing capacity is 50,000 bbl/d to meet the domestic requirement
of Petroleum fuel. New conversion processes will be added to upgrade residual
oil which has low market value while aiming to produce current environmental
compliance fuels. On completion of the project will enable to save a substantial
amount of foreign exchange to the country. |

| Funds |
The project is expected to Finance by government of Islamic Republic of Iran through a concessionary loan package as per the heads of agreed signed in April, 2008 |

| Project Office |
The project office of
the Sapugaskanda Refinery Expansion and Modenization (SOREM) project was
declared open by Hon. Minister of Petroleum and Petroleum Resources Development
A.H.M. Fowzie on 20th February, 2009 at Sapugaskanda Refinery premises
with the participation of Hon. Minister Duminda Disanayake, Mr. W.B. Ganegala
Secretary to the ministry, Major General Asoka Thoradeniya, chairman /
Managing Director of CPC and other officials of the organization. |

| Consultant |
The FEED works is expected to be commenced with the assistance of internationally reputed consultancy firm soon after the project office is become operative. Land acquisition for the additional land area needed for the project is now nearing completion. |
